NV Assembly voted 29-13 in favor of a constitutional amendment that would allow a lottery. Here is how the RJ paints it - "But don't buy this nonsense that a lottery will raise money to help the children. In fact, it will simply generate another windfall for state lawmakers to spend on whatever they darn well please.
