The Galbraith Effect?

Many years ago, when I was a college student, I took a course from John Kenneth Galbraith.

On the first day of class, Professor Galbraith gave a brilliant opening lecture, after which the students gave him a standing ovation.

Galbraith kept on giving brilliant opening lectures the whole semester. But, instead of standing ovations, there were now dwindling numbers of students and some of them got up and walked out in the middle of his lectures.

Galbraith never got beyond the glittering generalities that marked his first lecture. After a while, the students got tired of not getting any real substance.

Senator Barack Obama's campaign this year reminds me very much of that course from Professor Galbraith. Many people were ecstatic during the early primaries, as each state's voters heard his glittering generalities for the first time.

The media (***Generalization) loved the novelty of a black candidate with a real chance to become president, (*** NOT if Sowell or the RJ can Stop it) and his left-wing vision of the world was largely their vision as well. There was a veritable media honeymoon for Obama.

There was outrage in the mainstream media when ABC anchor man Charles Gibson asked Obama a serious question about the economic effects of a capital gains tax. Who interrupts honeymooners to talk economics?

The fact that Senator Obama did not have a very coherent answer made things worse— for Charles Gibson. Since Obama can do no wrong in the eyes of many of his supporters, they resented Gibson's having asked him such a question.

The question, incidentally was why Senator Obama was advocating a higher capital gains tax rate, when experience had shown that the government typically collected more revenue from a lower capital gains tax rate than from a higher rate.

Senator Obama acted as if he had never thought about it that way. He probably hadn't. He is a politician, not an economist.

Politically, what matters to the left-wing base that Obama has been playing to for decades is sticking it to "the rich."

What effect that has on the tax revenues received by the government is secondary, at best.

What effect a higher capital gains tax rate will have on the economy today and on people's pensions in later years is a question that is not even on Senator Obama's radar screen.

Economists may say that higher capital gains tax rates can translate into lower levels of economic activity and fewer jobs, but Obama will leave that kind of analysis to the economists. He is in politics, and what matters politically is what wins votes right here and right now.

The kind of talk that won the votes— and the hearts— of the left-wing base of the Democratic Party during the primaries may not be enough to carry the day with voters in the general election. So Senator Obama has been changing his tune or, as he puts it, "refining" his message.

This was not the kind of "change" that the true believers among Obama's supporters were expecting. So there has been some wavering among the faithful and some ups and downs in the polls.

Despite an impressive political machine and a huge image makeover this year to turn a decades-long, divisive grievance-promoting activist into someone who is supposed to unite us all and lead us into the promised land of "change," little glimpses of the truth keep coming out.

The elitist sneers at people who believe in religion and who own guns, the Americans who don't speak foreign languages and the views of the "typical white person," are all like rays of light that show through the cracks in Obama's carefully crafted image.

The overwhelming votes for Obama in some virtually all-white states show that many Americans are ready to move beyond race.

But Obama himself wants to have it both ways, by attributing racist notions to the McCain camp that has never made race an issue.

The problem with clever people is that they don't know when to stop being clever— and Senator Obama is a very clever man, perhaps "too clever by half" as the British say.

But maybe he can't keep getting by with glittering generalities, any more than Galbraith could.

Imagine! THIS coming from a guy Sowell that NEVER HAS EVER GIVEN AN EXAMPLE ON ANYTHING HE WRITES. NOW he switches gears to Anti-Obama stuff. And, because Sowell is Black he writes Anti-Black stuff and can get away with it. Sowell HATES the Media Those that Use Labels Usually - get that? - Usually Brag about being a Conservative. BS THAT is the sort of CRAP that the RJ uses, and may be WHY they selected this articles. Sowell will believe the WORSE about him, True of NOT. 8-4-08 = HERE IS THE LETTER TO THE EDITOR THAT HSmith wrote that was Misleading, and they the RJ took it out of the archives. So, here it is - I added the Highlighting for EASY Reading. KJ === Hubble Smith’s article from July 26, titled Reverse Mortgage Leaves Borrower Stunned and Stuck, is misleading because he relies on sources who don’t understand how reverse mortgages work.

Mr. Lancaster, the borrower, received a federally-insured reverse mortgage, which enabled him to pay off an existing mortgage of $54,000 and to establish a $60,000 line of credit, which he has used to fund retirement needs.

The property does not,

as the article misstates,

"essentially belong to the lender."

The lender has a lien as in any other loan.

This is no different in a reverse mortgage than in a traditional mortgage.

The balance due on Mr. Lancaster’s loan, $170,000 according to the article, would include the funds advanced to pay-off his prior mortgage, funds drawn down from the line of credit, an upfront mortgage insurance premium paid to HUD, customary and usual closing costs, and an origination fee on the reverse mortgage, plus accrued interest and ongoing mortgage insurance premiums.

Under the FHA-insured federal reverse mortgage program,

while the balance due may be $170,000,

if Mr. Lancaster sells the home,

he will only be responsible for paying back an amount equal to the current market sales price that he is able to obtain, even if that is only $130,000.

The lender would recoup its loss from the Federal Housing Administration (FHA).

That's a benefit of the $2,600 in mortgage insurance premium that he paid to FHA.

The Realtor quoted in the story states that Mr. Lancaster paid interest of $50,000 to $60,000 in just two years, which he labels “insane,” yet the lender who made the loan points out that the interest rate was 5.5%, which amounts to $7,000 a year.

This source is highly misinformed about reverse mortgages. It would be helpful if the reporter would follow-up with knowledgeable individuals who could help analyze the case study presented so the correct facts could be reported.

Undersheriff Rod Jett must moonlight as a mind reader.

As he began Tuesday morning's news conference on the recent increase in gun violence near local schools, Jett acknowledged one of the biggest challenges with addressing the complex community issue: the cynical sense that little can be done about it.

"I didn't want this to be just another press conference," Jett said.

Just another press conference is about what I expected, all anyone could have reasonably expected, but that's not what I heard. Surrounded by many of his top officers, and flanked by Clark County School District Superintendent Walt Rulffes and representatives of the North Las Vegas Police Department, Henderson Police Department and CCSD Police Department, Jett implored residents to focus on this issue. I heard frustration in Jett's voice as he departed from the usual "tough cop" rhetoric and instead made an emotional plea for assistance to the community at large.

Metro has assigned 30 additional officers to address the violence issue with another 20 scheduled to begin next week, said Jett, speaking on behalf of Sheriff Doug Gillespie, who was in Washington, D.C. Speculation to the contrary, Jett added that he was satisfied Metro had enough investigators in its street gang unit to do the job. The undersheriff also took time to remind the media that -- no matter how baggy the pants of the perpetrator -- it's not helpful to broad-brush teen violence as "gang-related."

The focus of the news conference ranged from stick-and-whistle police work to the root causes of the violence,

and I couldn't help but think how much the department has changed over the years.

Under Sheriff Ralph Lamb and his successor, Sheriff John Moran,

there would have been little talk about parental responsibility, after-school programs and cops building bridges with at-risk youth.

Reporters would have heard about not tolerating the hoodlum element and getting tough on the street thugs.

On Tuesday, Jett implored parents to engage their children, pull bedroom inspections, monitor their MySpace accounts. In short, to take nothing they do or say for granted.

He also called on long-distance fathers to "reconnect" with their sons. Although Jett said his request was "no commentary on your parenting skills," who was he trying to kid? As a general rule, fathers who don't watch after their children usually watch them go bad from a lack of discipline, guidance and love.

So, the JSmith Rule is – “discipline, guidance and love.” your kids, and they will be good citizens.

He also put the local gang-banger subculture on notice. His language was professional, but I got the feeling that now would be a good time for some wayward teens to break from street life.

Jett also attempted to move beyond the traditional rhetoric by making a plea to individuals and companies throughout the community. If anyone out there is in a position to help address the issue, this is the right time to step up.

"This is going to have to be a communitywide effort," he said.

*** WHEN is the RJ going to do that?

For his part, Rulffes noted that none of the recent violence was on school property -- "I often talk about how safe schools are" -- and chimed in about the importance of parental involvement and having enough after-school activities in place to reduce the potential for problems.

But in a society that's loath to invest in junior high sports and longer school days, he must know the odds of improving the system are long.

There's an overriding truth that's emerging from the latest series. It's this: The bullets are just as deadly whether you live in Summerlin or Green Valley, West Las Vegas or the Red Rock Country Club. Contrary to popular legend, they're not limited to the valley's tough, poor, ethnic neighborhoods.

Although the undersheriff lauded Metro's efforts at everything from boxing programs to gang intervention,

I find myself angered by the buck-passing that has gone on in this community when it comes to investing in the futures of all our youth. Cops are supposed to be cops, not social workers, surrogate parents, camp counselors and child psychologists.

*** When have YOU or the RJ written a policy that would work?

But every year police officers and schoolteachers are asked to do more because parents, and society generally, do less and less.

*** Parents and society is NOT THE ONLY ONES to Blame.

We can't cure this malady.

*** So, THAT is the NEW RJ Policy?

“We can't cure this malady. “

But we can treat it by never quitting on our children, never accepting this insanity as a reality of big city life and never pretending that the bullets fly only in those "other neighborhoods."

and reread what YOU wrote –

Home burglaries happen most commonly during the hours immediately after school lets out. You can almost bet that these are the same punks that are fighting and shooting around the schools.

I'd venture to bet that none of these worthless little punks are from families that are actively involved in shooting sports of any kind, whether hunting, trap or skeet shooting.

No, more likely they come from dysfunctional families who couldn't care less what their kids are doing in their after-school hours.

Gun laws can do nothing to contain the illegal availability of guns, it requires parental involvement, gun owners securing their firearms against theft and the police actively searching for and prosecuting those people committing the burglaries and selling these weapons to kids on the street. I've been told by kids that in some areas of town guns are easier to find than dope.

Just last week the RJ printed a story about the low priority of home burglaries and the poor rate of catching the people involved. Isn't there a direct correlation with that issue and the teen shootings?

Result = LV leads nation in Stolen Cars.

And doesn't anyone find it curious that none of these minority kids doing the shooting are being charged with federal hate crimes over these events?

Maybe making a federal crime out of these situations might act as more of a deterrent. OF course, these shooters weren't white, so how could it be a hate crime??

CIA faces criminal probe over tapes

Federal prosecutor to lead inquiry into videos' destruction

WASHINGTON - Attorney General Michael Mukasey said Wednesday that the Justice Department has elevated its inquiry into the destruction of CIA interrogation videotapes to a formal criminal investigation headed by a career federal prosecutor.

The announcement is the first indication investigators have reached a preliminary conclusion that CIA officers, possibly along with other government officials, might have committed crimes in their handling of the tapes, which recorded the interrogations in 2002 of two operatives with al-Qaida and were destroyed in 2005.

Mukasey assigned John Durham, a veteran federal prosecutor from Connecticut, to lead the criminal inquiry in tandem with the FBI.

The appointment of a prosecutor from outside Washington was an unusual move, and it suggested Mukasey wanted to give the investigation the appearance of an extra measure of independence, after complaints from lawmakers in both parties that Mukasey's predecessor,

Alberto Gonzales, had allowed politics to influence the Justice Department's judgment in criminal cases.

Chicago is set to impose a 5-cent tax on bottled water on Jan. 1, becoming the first major U.S. city to demand such a surcharge. The move -- which officials predict will secure an extra $10.5 million annually -- will help the city plug a budget hole by building on the growing disdain for environmentally suspect bottles.

"Just like people go to Indiana to buy cheaper cigarettes and gas, people are going to be going outside Chicago to buy bottled water," said David Vite, president of the

Illinois Retail Merchants Association.

"Why should I have to pay more for water just because I live in the city?" she asked. "It's not fair and I'm not going to do it."

"If I'm outside the city, I'll make a stop for bottled water," she said. "There's no question about it. I'll probably buy two or three cases at a time from Costco."

"The tax will discourage people from drinking water," she said. "It's outrageous."

In an effort to promote city tap water --

which consistently earns high marks for its taste and cleanliness --

city officials acknowledge they want to curb the bottled variety's use.

Illinois residents consumed 270 million gallons of bottled water in 2005,

making it the seventh-biggest bottled water consumer in the United States, according to New York-based Beverage Marketing.

Consumers can avoid the tax by purchasing enhanced or sparkling water such as Perrier, Water Joe, Smart Water or Vitamin Water. The additives, supplements or carbonation in those beverages differentiate themselves enough from kitchen sink variety to evade the surcharge, according to the new law.

"It has to be like tap water [to be subjected to the tax] because that's the alliterative you have to plain bottled water," said Ed Walsh, spokesman for the city's Revenue Department. "You can't go to the tap and get flavored water or enhanced water."

Once touted as the gateway to a

healthier lifestyle, bottled water has quickly transformed into a symbol of American wastefulness.

U.S. sales of bottled water topped 11.9 billion in 2006, a 10 percent increase over the previous year.

Americans drink more bottled water than any other beverage with the exception of carbonated soft drinks, according to the International Bottled Water Association. To meet the demand, the Earth Policy Institute estimates manufacturers use more than 17 million barrels of oil -- enough fuel to run 1 million U.S. cars for a full year -- in making polyethylene terephthalate plastic bottles.

Only 23 percent of those bottles, however, are recycled

Wal-Mart offers immunizations

Children who lack the required immunizations to enroll in school can obtain them for free at five local Wal-Marts starting today. at 4505 W. Charleston Blvd.

Special events will take place from 10 a.m. to 5 p.m. and include free nutrition workshops, vision screenings and a fashion show. Vaccines will be available to children of all ages.

The shot campaign is a response to recent figures released by The United Health Foundation that identified Nevada as the state least likely to have young children with up-to-date immunizations.

I got kicked off the RJ eForum for suggesting - WE ALL LIVE BY THE GOLDEN RULE. My problems with the forum started when I used BOLD and CAPS. On Saturday, the House passed $16 billion in new taxes on oil companies, while providing billions of dollars in tax breaks and incentives for renewable energy and conservation efforts.

"We are turning to the future," announced House Speaker Nancy Pelosi.

The goal, obviously, is to make it less attractive to drill or import oil, and more

attractive to try and supply our energy needs with solar panels and windmills,

as well as to shift millions of acres to the production of corn for ethanol (while continuing to block the import of cheap ethanol from Brazil).

Now, those who actually work in the power business point out current technologies have the benefit that operators can "turn on more generation" in times of high demand -- whereas it's harder to order the sun to shine or the wind to blow when needed.

while waiting for new alternatives to spring up magically at their command?

RJ EDITORIAL: Culinary doesn't want new jobs? 8-6-07

What's really behind union's lawsuit over downtown project?

Whether or not REI Neon, the Michigan company chosen by the city of Las Vegas to develop a sports arena, casinos, hotels and condos on an 85-acre downtown parcel, can pull off the deal remains to be seen.

Plenty of eager dreamers have gained city approval for various redevelopment projects over past decades only to see them die on the drawing board.

But now the plan has hit an unexpected roadblock from an opponent Las Vegans might think would be four-square behind the job-creating development -- the Culinary union.

The union has filed a lawsuit arguing that REI Neon has not provided evidence that it controls or has agreements in place to purchase all the land in question.

The union wants a court to overturn all zone changes and general plan amendments that they city granted REI Neon so it could move forward with the development, which would be located near the corner of Main and Charleston.

Lee Haney, a spokesman for REI Neon, claims the company has all the land under control.

"Every one of the parcels we have under option. We have eight figures invested. We have it under firm control."

In response to the lawsuit, city officials last week were reviewing documents to make sure Mr. Haney is correct.

The union maintains about 20 percent of the land in question is not under REI Neon control at this point.

At the very least, the lawsuit could delay the project and increase its costs.

So what exactly is the Culinary union up to?

But the lawsuit notes that the Culinary's headquarters is within a half mile of the proposed development and that union staff and members regularly use a street that could be closed as part of the new project. Besides, the Culinary lawsuit claims, it is important that "a project is not speculative but rather is real."

But if you believe the Culinary's lame explanation for this legal action, you probably expect the tooth fairy to leave you a brand new Susan B. Anthony dollar under your pillow tonight.

In fact, the Culinary union cares about one thing and one thing only: expanding its membership and maintaining its power base.

What they should have said was = Businesses will have to DO WHAT THEY SHOULD BE DOING NOW

The Social Security Administration will notify employers and employees when a worker's W-2 data doesn't match the information in the government's database. If the worker can't resolve the differences and prove legal status within 60 days, businesses must fire the worker.

What they should have said was = Business shouldn’t want a worker that lied to get a job, they shouldn’t want them working there, and FIRE THEM IMMEDIATELY.

A Review-Journal investigation determined that between 120,000 and 200,000 Clark County residents are illegal immigrants.

But teachers have long contended they're different.

"They're looking at this as if we're manufacturing automobiles," says Tennessee high school teacher Sandy Hughes, referring to those who would subject teachers to the kind of evaluation necessary to award raises and promotions based on merit.

"With children, you're working with unique individuals, all of whom have unique qualities. Our variables are so extensive," Ms. Hughes told The Associated Press at this week's convention of the National Education Association in Philadelphia.

In the past, kids and parents could tell you whether they "liked" an individual teacher. But the taxpayers are not funding a contest of popularity and charm.

The question was whether you could control for differences in student ability and background to determine how far children advanced while in the charge of a single teacher.

With modern computer tracking of standardized tests, the answer is yes.

But rather than embrace this form of measurement, Nevada's teachers unions have fought tooth and nail in Carson City to bar this digital trail of student achievement from being used to backtrack and measure the relative impact of individual teachers.

It's not that way everywhere.

"It is expected that the No Child Left Behind law will be changed to require school systems to monitor the performance of individual students over time," The AP notes. "Right now, the law requires students in certain grades to be tested and then compares their scores to students in that grade the year before. Teachers say they would prefer a system that tracks individual students."

But once you measure that, "You can't ignore which teachers are moving their students along well," says Ross Wiener, who oversees policy issues at Education Trust, a Washington-based

group that advocates for poor and minority children.

"You have to be able to look at growth measures at the classroom level, so principals and other administrators understand which classrooms are accelerating student learning and which ones aren't," Mr. Wiener explains.

There's one group of teachers at the Philadelphia convention who not only support merit pay, but have helped put it in place, The AP reports. They teach in the

Denver school system, which just fully implemented a district-wide merit pay system.

Kim Ursetta is president of the Denver local of the NEA, and she reports the system works in Denver because

it's based on student test scores and

several other factors,

such as

teachers' annual reviews.

She said in addition to relying on the reading and math scores used under No Child Left Behind, the merit pay system

If parents have the option of moving their children to schools that are producing better results, administrators not anxious to retire to the rocking chair will embrace performance measurements that enable them to upgrade their product, fast.

Today in the SUN, there was an article by Emily Richmond - Schools lack Solid Foundation. In it she mentions - Rod Paige - Sec of Education - that refereed to NEA as a "Terrorist Organization" The Next day - March 4, 2004 - the RJ ran a Mike Luckovich cartoon. 2 panels - in the balloon in Panel #1. "OK, I'll Apologize for comparing the NEA Teachers Union to Terrorist." Panel #2 = "I'm sorry Al-Quaida" Don't look for it in the RJ archives - they took it down, and ran the cartoon from the day before, or the day after. HERE IS MY HOPE - the Sun calls the RJ on it. WASHINGTON -- Daniel Bogden's fate as chief federal prosecutor in Nevada ultimately came down to a 90-second meeting convened shortly before Justice Department officials decided to dismiss him as U.S. attorney in December.

A former high level department executive has told congressional investigators that a Justice Department team held a last-minute discussion after Deputy Attorney General Paul McNulty said in an e-mail on Dec. 5 that he was "skittish" about firing Bogden.

McNulty; his chief of staff, Keith Elston; Monica Goodling, a senior counsel to Attorney General Alberto Gonzales; and possibly one other official gathered in the office of Kyle Sampson,

President Bush made Social Security reform a cornerstone of his first term, realizing that the program in its current form is simply unsustainable over the long term. Today, the RJ had an article about - A bill mandating that insurance companies cover a cervical cancer vaccine That was SO Convoluted it was impossible to understand. Does that mean the RJ is against Cervical Cancer Vaccine for ALL? Probably. The drama began when the Senate took up reconsideration of Senate Bill 409, a measure sought by Senate Minority Leader Dina Titus, D-Las Vegas, to require the coverage for the vaccine. Nine of 11 Republicans voted against the bill on Friday after Sen. Barbara Cegavske, R-Las Vegas, spoke in opposition to the insurance company mandate. On Monday, on a strictly party line 11-10 vote, Republicans recalled the measure and sent it to the secretary's desk, a sort of parliamentary purgatory where it can remain indefinitely. Amodei and Sen. Randolph Townsend, R-Reno, the two GOP votes for the bill on Friday, joined with their Republican colleagues to move the bill to the desk, where it will die if not voted on by an April 24 deadline. Raggio said he voted against Titus' bill because adding mandates causes the cost of insurance to rise. Titus' bill would require health insurance companies, including Nevada Check-Up and Medicaid, to make the vaccine, called Gardasil, available to females ages 9 to 26. Titus said the bill does not mandate that all eligible for the vaccine get it but makes it more affordable and accessible. NV Assembly voted 29-13 in favor of a constitutional amendment that would allow a lottery. Here is how the RJ paints it - "But don't buy this nonsense that a lottery will raise money to help the children. In fact, it will simply generate another windfall for state lawmakers to spend on whatever they darn well please.
